Heat oil in a large non-stick skillet over medium-low heat. Add the onions and peppers and cook until very soft, about 30 minutes.
Meanwhile, preheat a lightly oiled grill to medium-high heat. Grill the sausages turning often, until cooked through, about 8 minutes. Transfer to a clean plate.
Once the onions and peppers are softened stir in balsamic vinegar, brown sugar, and salt and pepper.
Arrange the whole wheat sausage rolls on the grill to toast for 1 minute. To serve, divide the caramelized vegetables between rolls and top with sausages, aioli, and tapenade.
